Return to Vietnam to realise the dream

With the comment of Mr Nguyen Phu Binh, deputy minister of Foreign Affairs, which is filled with respect and esteem for the former Korean Ambassador to Vietnam, Professsor Paik Nak-Whan, “a person with deep affection for Vietnam”, I paid a visit to his office so as to find out about the life of a diplomat after retirement. However, when I met him, I suddenly understood that for him, the notion of retirement has not turned up yet. Professor Paik Nak-Whan has not got any day of “retirement”, although he took leave of diplomacy last July...

And this time he came back to Vietnam to realise his dream  as a visiting professor of Faculty of Oriental Studies, University of Social Sciences and Humanities – Hanoi. In there, apart from imparting the Korean Foreign relations and the development of modern society in Korea for the students of Faculty of Korean studies, more importantly, he has just come into  a new area: study on Vietnam with an intention: “One day, I will write a book on the relationship between the two countries”. The relationship which has in his opinion  “special homogeneity”.  When he came in Vietnam during his term of office as an Ambassador 2001 – 2003, he was so surprised by the homogeneity between the two peoples which are not only about the history, culture but also the way of thinking and standard ethical values. Former Ambassador Paik Nak-Whan spoke up frankly that on the side of his characteristics, he is more suitable with the work of academic and study. Nevertheless, he chose the diplomatic service when he was young, used to work in 9 countries, in which he worked as an Ambassador to Romania and Vietnam in his two terms of office. Now at his age of retirement, he chose teaching and studying to realise his dream. He said: “I like teaching in Faculty of Oriental Studies. When I finished my tenure in Hanoi, I only hoped that I sometimes would come back to Vietnam to study on your country. And now, when I impart the knowledge about Korea to the students, I understand more about the young generation of Vietnam”.

Different from the work of an Ambassador who was always busy with a pile of works, meetings with high-ranking officials and businesses, Professor Paik Nak-Whan said that it is now the very time for him to contact every class of Vietnamese people, meet friends and Vietnamese scholars. Recalling to the time when he was an Ambassador, he said that since the diplomatic relations  was established in 1992, the relationship between the two countries has achieved significant progress, in which there was his considerable contribution to help orient the scope / framework of cooperation between the two countries to become “the comprehensive partner in the 21th century”. Therefore, then he has not got any time for himself, he told me “during that time, I even had no time to learn Vietnamese – TiÕng ViÖt, but now I have a chance to learn Vietnamese with the professors at the university where I am now working as a visiting professor”. He laughed with cheers talking about TiÕng ViÖt that when he accepted the invitation to lecture in Hanoi, he informed the school that he could lecture in English, French or Korean but Vietnamese. “At last, I lecture in Korean. It turns out that my students can achieve two goals at the same time: knowledge and the language. They are not really good at Korean (because they are learning) and if I lecture in specialist words, they will not fully understand. Therefore, I must change to an easier language for them to understand” (laugh).

Comment on the young generation of Vietnam, Professor Paik Nak-Whan said: “Not until now, but since I was an Ambassador, I found that the Vietnamese youth are very inteligent. Comparing to the youth of Korea today, the youth of Vietnam are more hard working in studying. They are working very hard for the future of their nation”.

Besides lecturing, Professor Paik Nak-Whan has established the Korea – Vietnam Exchange Promotion Center. During his time as an Ambassador, he had found that there are some areas which both governments can not support wholly, especially such fields as culture, academic exchange and other exchanges between the two peoples. He called those “grey areas”. From the idea of filling such gaps, it is now high appropriate time for him to spend time on such “grey areas”. “ It is also the reason why I made a decision to set up this Center”. The first goal is that I can better prepare my lectures for the students of University of Social Sciences and Humanities, Hanoi. Another goal is that I can improve myself the knowledge of Vietnam  society, which helps to promote the establishment of a Korea Studies Center in Vietnam as well as to support Seoul National University where I am invited to work as a Consultant for a special group for academic cooperation with the National University of Hanoi. The third goal is to hold activities/ events of research, translations of Korean and Vietnamese works through the above mentioned channels, which will assist in propagating knowledge of research and translation works to the peoples of the two countries through media. The fouth goal is, to a possible extent, connect to the non-government areas of arts and culture of both countries to promote the exchange and cooperation between the two peoples. All for the last purpose is to create more chances for the two peoples of Vietnam and Korea to mutually understand and get more and more closed to each other.

What Professor Paik Nak-Whan is now concerning about is that it seems that Korean people have not understand much about Vietnamese people, and “the mission that I set for myself is to help Korean people to answer the question: “Who are Vietnamese people and How should we think about Vietnamese people?”. He also said that for the Korean businesses who want to enter Vietnam, he would be very willing to give directions. He understands the concerns that many Korean businesses usually complained with him when he was Ambassador, especially the investment environment in here. He added “It was during 2002-2003, and now I think the Government of Vietnam has done a lot to improve the investment environment to satisfy the need of foreign investors”.
